In Vietnam, the climate policy loan “Support Programme to Respond to Climate Change” (SPRCC) was subject to an evaluation in May 2018.
Although CO2 emissions are still low in Vietnam, they are rising quickly. This is why the AFD has developed high ambitions as regards climate change activities and policies in this country. It supports to the Government of Vietnam aimed at mainstreaming the concern for climate change to all government policies and practices and improving their implementations.
The support programme was overall relevant and efficient. The completed actions are sustainable and the support allowed for the implementation of useful tools. The effects are positive but modest. They suffered from small participation in the policy dialogue and insufficient coordination between different initiatives.
