Evaluations Report 2017-2018

The Agence Française de Développement (AFD) Group funds, supports and accelerates the transition to a fairer and more sustainable world. Focusing on climate, biodiversity, peace, education, urban development, health and governance, our teams carry out more than 4,000 projects in France’s overseas departments and territories and another 115 countries.

AFD carries out evaluations to produce independent and reliable analyses of how we use the funds we’re responsible for. Not only do evaluations provide accountability, but they also keep us humble by helping us learn lessons from our experience and apply them. This ongoing learning process enhances the effectiveness of our actions and their impact on the quality of life of the people we support.

This evaluation approach also enables us to carry out long-term dialog with our partners from the South. As they are systematically invited to participate in the evaluation studies, we can together observe the outcomes of our actions and gain a different perspective enabling us to learn from both our successes and our errors.

The president of France has called for broader dissemination of a culture of evaluation and for greater discussion on official development assistance. Through this report, AFD hopes to make its contribution.
The report highlights the 44 project evaluations carried out in 2017-2018, as well as 13 thematic, strategic, or geographic  evaluations. It also includes three special features: climate change and urban development in Vietnam, public-policy loans, and an innovative financial and dialog tool that AFD has been implementing in more than 20 countries.

The report also includes a central section devoted to biodiversity: it raises crucial questions on methodology and impact that will be in the spotlight next year at the IUCN Congress in Marseille, and then in China during COP15 of the Convention on Biological Diversity (CBD).
