The 2004-2005 food crisis was doubled by a politicoinstitutional crisis that bears witness to the lack of coordination among the various players‘ programmes and raises the following question: what malfunctions in the planned framework for coordination prevented the food security sector programmes from all aligning with Niger‘s development strategy? This question shall be answered in two stages: first, an analysis of the coordination "or lack thereof" among the principal food aid programmes; and second, their alignment with the national sectoral policy, in principle part of the poverty reduction strategy.
